To comprehensively promote the high-quality and sustainable development of county medical communities,it is necessary to not only strengthen the hardware facilities and policy, legal and institutional arrangements, but also pay attention to the creation and optimization of the soft environment. The intrinsic appropriateness of optimizing social capital and the construction of medical communities were explained by using the analytical framework of Patnan's social capital theory, and then the collabora-tive dilemmas faced by the construction of medical communities in the context of the scarcity of social capital were examined, which were specifically manifested in the insufficiency of social trust, the absence of reciprocal norms, and the weakness of partici-patory networks.Based on which,it is proposed to enhance social trust, promote diversified collaboration, improve reciprocity norms, intensify endogenous motivation, deepen the participation network, improve the level of collaboration and other mitigation strategies, which will provide inspiration for the comprehensive promotion of close-knit county medical communities.
