摘要
为破解社区公共卫生治理权责不清、数据共享面临的壁垒和隐私泄露等问题,将区块链技术引入社区数据共享研究范畴,以期完善社区医疗数据开放体系和增强社区应急治理能力.在剖析社区公共卫生治理现有困境的基础上,融合区块链具有的非对称加密、智能合约、共识机制等技术,从基础层、核心层、管理层、应用层和用户接入层五个方面构建社区公共卫生治理的逻辑框架,并结合社区治理包含的政府主导、技术嵌入、社会协同和公民参与四个变量,提炼出参与性与智能型特征,开拓出新技术与社区公共卫生治理的全时段、全空间、全过程治理逻辑模型.最后,针对区块链技术治理的边界提出改进建议,以期推进国家公共卫生治理能力和治理体系的现代化进程.
Abstract
In order to solve the problems such as unclear rights and responsibilities of community public health governance,barriers to data sharing and privacy leakage,the blockchain technology was introduced into the research category of community da-ta sharing to improve the community medical data opening system and enhance the community emergency governance capacity.Based on analyzing the existing dilemma,the technologies of asymmetric encryption,smart contract,consensus mechanism of the blockchain were integrated to construct the logical framework of community public health governance from five aspects of basic lay-er,core layer,management layer,application layer and user access layer.Combined with the four variables of community govern-ance,including government leading,technology embedding,social coordination and citizen participation,the characteristics of participation and intelligence were extracted,and the logical model of whole-time,whole-space and whole-process governance of new technology and community public health governance were developed.Finally,improvement suggestions for the boundary of the blockchain technology governance were put forward to promote the modernization process of national public health governance capacity and governance system.
