Study on the Impact of DRG Reform on Traditional Chinese Medicine Services in Traditional Chinese Medicine Hospitals Based on Interrupted Time Series Analysis
Objective To evaluate the effects of DRG reform on medical services within Traditional Chinese Medicine(TCM)hospitals,and offer policy support for the implementation of DRG payment reforms in traditional Chinese medicine institutions,and the preservation and innovative advancement of TCM.Methods Case information was collected from a provincial tertiary TCM hos-pital in Changsha,Hunan Province,from August 2022 to December 2023.Interrupted Time Series Analysis method was utilized to evaluate the change trends of different indicators before and after the DRG reform implementation,including average hospitalization costs,proportion of TCM expenses,proportion of expenses for Chinese herbal medicines,proportion of TCM diagnosis and treat-ment fees,utilization rate of TCM therapies,usage rate of herbal medicines,and the rate of non-surgical treatments.And the changes of these indicators within different age subgroups were also analyzed.Results After the implementation of DRG,there was a significant decrease in the average hospitalization costs(P<0.05).However,there was an increase in the proportion of TCM expenses,the proportion of expenses for Chinese herbal medicines(P<0.05).The utilization rate of TCM therapies and the us-age rate of herbal medicines exhibited positive trends.Subgroup analyses based on age showed consistent results with the overall findings,suggesting that the enhancement of TCM services was particularly beneficial for the youngest and oldest age groups.Con-clusion DRG payment policy is beneficial for controlling the excessive rise in medical expenses within TCM hospitals.Local gov-ernments should progressively implement DRG payment reforms for TCM,adapting their strategies to align with local conditions.For determining the coefficients for TCM medical institutions,a moderate bias should be taken into account.The implementation of value-based payments for effective treatments in TCM-superiority will optimize its distinctive advantages.Furthermore,health management strategies should be customized to meet the needs of diverse populations.
