摘要
随着我国人口老龄化程度加剧,失能老年人数量增加,"一人失能、全家失衡"已经成为全社会关注的焦点.本研究通过文献回顾、政策分析,探究我国失能老年人长期护理服务的供需现状和面临挑战,并借鉴国际经验提出加强顶层设计,建立全国统一的长期护理保险制度,完善长期护理服务供给体系,加强长期护理服务队伍建设等建议.
Abstract
With the intensification of China's aging population,the number of disabled elderly people has increased,"one disabled,the unbalance of the whole family"has become the focus of the whole society.Through literature review and policy analysis,this study explored the current supply and demand of long-term care services for disabled elderly in China and the challenges,and draws on international experience to put forward suggestions such as strengthening top-level design,establishing a unified national long-term care insurance system,improving the supply system of long-term care services,and strengthening the construction of long-term care service team.
