Objective To analyze the policy texts of county medical community construction issued by provincial governments,construct the policy support framework of county medical community construction,and provide reference for provinces to promote the construction of county medical community.Methods The county medical community construction policy documents were searched for the official websites of provincial governments,the Health Commis-sions,and the PKU Law database.Based on the grounded theory,the Nvivo 12 Plus software was used to analyze the policy texts.Results A total of 28 initial categories and 11 main categories of county medical community construction were extracted.The policy support framework of provincial governments to promote county medical community con-struction included four dimensions:overall requirements,operation management,service integration and guarantee sup-port.Conclusion The governments should play a leading role,implement the overall requirements of county medical community construction,and form a community of responsibility;improve the internal management system of the medi-cal community,unify operation management,and form a management community;implement the hierarchical diagnosis and treatment and two-way referral system,promote the integration of medical services,and form a service community;increase governments financial investment,and form a community of interests.
