搭建HSE管理体系在船舶修理安全管理中的应用分析

摘要
随着我国船舶修理行业的发展以及国家对于安全生产的要求,船舶修理行业存在现场作业环境复杂、工期紧、任务重等因素,造成现场安全管理难以把控.文章通过分析安全风险较大的船舶修理作业和影响现场安全施工因素,提出一套适应于船舶修理行业健康、安全和环境(HSE)管理体系.采用HSE管理体系达到船舶修理施工中的健康、安全和环境的目标,为船舶修理企业提供安全生产管理思路.
Abstract
The development of the ship repair industry in China and according to the national requirements for work safety,shows that the complex on-site work environment,tight schedule and heavy tasks in this industry lead to difficulties in on-site safety management.This paper analyzed the ship repair operations with high safety risks and the factors affecting on-site safety,and proposed a set of Health,Safety and Environment(HSE)management system suitable for the ship repair industry.The HSE management system is adopted to achieve the HSE objectives and targets for ship repair and provide the ship repair enterprises with ideas for work safety management.
