摘要

第三方机构评估是高等教育督导评估的重要方式,与内部评估监测工作相互配合,促进高等教育高质量发展.当前,第三方评估机构存在定位不明晰、组织分类不科学、资质不明确、评估标准与条件不清晰等问题,导致其评估结果可信度与公信力不高.伴随着人工智能技术等数字技术发展,教育督导第三方评估机构建设需要明确功能定位、完善规范标准、提升专业能力、加强研究支撑,切实发挥督导评估专业作用,全方位支撑高等教育办学水平提升.

Abstract

Third-party evaluation institution is an important way of higher education supervision and evaluation,which cooperates with internal evaluation and monitoring work to promote high-quality development of higher education.Currently,problems such as unclear positioning,unscientific organizational classification,unclear qualifications,and unclear evaluation standards and conditions of third-party evaluation institutions have led to low credibility and credibility of evaluation results.With the development of digital technologies such as artificial intelligence,the construction of third-party evaluation institutions for educational supervision needs to clarify their functional positioning,improve regulatory standards,enhance professional capabilities,strengthen research support,effectively play the role of supervision and evaluation,and comprehensively support the improvement of the level of higher education.
