Public Safety Governance:Directions for the Transformation of Personal Information Protection Paradigms
With the advancement of modern information technology,the indirect collection of personal information,the scale of its utilization,and the publicization of risks have undermined the foundational principles of the paradigm of personal autonomy control. As a result this paradigm struggles to adequately protect personal information in the new. In response to these challenges,the report from the Party's 20th National Congress will integrate personal information protection into the framework of public security governance. To address the new situations and problems arising in the realm of personal information protection,the report necessitates a shift in orientation and new requirements. The paradigm of personal information protection should be developed under the guidance of an overarching national security concept and the principles of public security governance. This transition involves moving from individual control to public governance and from one-dimensional governance to multi-stakeholder co-governance.
