"双减"背景下儿童校外生活状况报告:劳动实践

劳动实践作为中国儿童校外生活的重要组成部分,对于落实"双减"政策、培养德智体美劳全面发展的社会主义建设者和接班人具有重要的战略意义.2023 年,中国儿童中心专门成立课题组,联合首都师范大学中小学生校外教育研究院、北京大学中国社会科学调查中心在全国东、中、西部 11 省 12 市开展了"双减"背景下中国儿童校外生活状况调查.结果发现:小学各年级儿童的劳动实践活动参与率均高于初中各年级儿童,总体呈现倒"V"趋势.其中,初中毕业班儿童的劳动实践活动参与率最低.义务教育阶段儿童服务性劳动参与率较低.当前居住在城市以及父母受教育水平、父母收入水平较高的儿童劳动实践活动参与率较高,且更青睐服务性劳动.据此提出相应建议:应加快建设劳动教育课程体系,鼓励初中生参与劳动实践活动;加大社会支持力度,完善服务性劳动支持系统;积极推进家校社协同育人,提供均等的劳动实践机会.
Report on the After-school Life Status of Children in the Context of"Double Reduction"Policy:Labor Practice
As an important part of Chinese children's after-school life,labor practice is of great significance to implementing the"double reduction"policy and training socialist builders and successors with all-round development of moral,intellectual,physical,aesthetics and labor education.A research group was set up in 2023 with the joint efforts of the China National Children's Center,College of Education at Capital Normal University,and Institute of Social Science Survey at Peking University,which conducted a national sample survey on the after-school status of children in the context of"double reduction"policy in 12 cities of 11 provinces across China.It has some findings shown as below:the participation rate of labor practice activities of children of all grades at primary school is higher than that of children of all grades at junior middle school,showing a tendency of inverted"V"letter.Among them,the lowest is the participation rate of labor practice activities of junior high school students.The service labor participation rate of children in compulsory education is relatively low.Urban children and those parents with better education backgrounds and incomes have a higher participation rate in labor practice activities,and they participate in service labor more frequently.The research group thus draws its conclusion that we should speed up the construction of labor education curriculum system and encourage junior middle school students to participate in labor practice activities;increase social support to improve the service labor supporting system;and actively promote the coordination of family,school and community education,and provide equal opportunities for labor practice.
