社会组织开展困境儿童救助与赋能的实践与反思——以"协作者"为例

支持社会组织参与儿童服务,是响应党的二十大提出的引导社会组织积极参与公益慈善事业的要求.本报告以国内成立最早的民办社会工作服务机构"协作者"为样本,系统梳理了其创新的以儿童为中心、救助与赋能相结合的困境儿童服务模式,认为社会组织在困境儿童救助方面具有多元功能和价值,包括:发挥研究倡导功能,识别并传递困境儿童的需求与意见;发挥社会救助功能,协助困境儿童及家庭走出困境;发挥社区教育功能,协助困境儿童及其家庭的社区融入;发挥赋权增能功能,促进困境儿童及其家庭的参与;发挥专业支持功能,培育困境儿童服务力量;发挥资源整合功能,建设多方参与的困境儿童服务体系.未来可从价值保障、理论保障和制度保障等角度建设支持性环境,促进社会组织专业功能的发挥.
Practice and Reflection on Social Organizations'Helping and Empowering Children in Difficulty——Taking"Facilitators"as an Example
Supporting social organizations to participate in children's services is in response to the requirement of guiding social organizations to actively participate in charitable causes that has been put forward at the 20th National Congress of the Communist Party of China.Taking"Facilitators",the earliest private social work service organization in China,as a sample,this report has systematically combed through its innovative child-centered service model in collaboration with supports and empowerment for children in difficulty,and holds that social organizations have multiple functions and values in helping children in difficulty,including playing the role of research and advocacy,identifying and conveying the needs and opinions of children in difficulty;offering social assistance to help children and families in trouble;enabling communities to help children in difficulty and their families to integrate into the community;empowering children in difficulty and their families to participate in;providing professional support to cultivate the service force for children in difficulty;and pooling resources to build a multi-party service system.In conclusion,this report calls for building a supportive environment from the perspectives of value guarantee,theoretical guarantee and system guarantee,and giving full play to the professional function of social organizations.
