Governance Logic,Implementation Effect and Reflection on the Governance of After-school Training in South Korea——A Perspective of Policy Text Analysis
Over the past two decades,the governance after-school training in South Korea has been oriented towards solving phased problems. It aimed to reduce the participation rate of students' after-school training and their exam-oriented training to improve comprehensive quality,as well as reduce the financial burden of families,with a guiding philosophy of relevance,systemization and pertinence. The management measures included continuously improving the quality of education in public schools,introducing high-quality after-school training contents into public schools,selecting typical schools that "no students participating in after-school training",improving after-school services and EBS projects,reducing the pressure of students' school entrance examination,and standardizing the management of after-school training institutions. Under the guidance of political,economic and educational laws,the governance of after-school training in South Korea has reflected the characteristics of "treating the root causes rather than symptoms,school and after-school institutions linkage,and online and offiine synergetic development." Through careful analysis of the governance policies and effectiveness of after-school training issued by four sessions of governments in South Korea over the past two decades,it is found that the overall governance effect is not significant. This paper believes that the main reason for its ineffective governance is that after the legitimacy of after-school training was granted by the South Korean Constitution,education was over marketization,and domestic and foreign capital closely integrated with the after-school training industry in South Korea. The deeper reasons are the overemphasis on academic qualification and the worship of prestigious schools in the Confucian cultural circle. With the solidification of social class,the opportunities for young people to climb up the social ladder have been reduced,and the competition for learning is too excessive.
