Streamlining the Government Agencies and Restructuring the Staffing around the Founding of the People's Republic of China:A Case Study
The campaigns to reorganize and streamline government agencies,simplify administration and practice economy conducted by the CPC from 1949 to 1950 carried forward the Party's experience from the revo-lutionary war,and also accumulated rich experience for the subsequent drive to increase production and practice economy.The streamlining and restructuring campaign carried out on the eve of the founding of the People's Re-public across the liberated areas were conducive for the Party to take over the cities,conduct work in rural areas,and establish its government in both urban and rural areas.In the wake of the PRC's founding,under the promo-tion of the Party Central Committee and the Central People's Government,a campaign to streamline and restruc-ture government organizations was conducted across China.And by streamlining the Party and government organs,unifying staffing management,and reasonably allocating officials,the Party organizations and the state power of the newly founded Republic were strengthened,which ensured unified national finances in organization,and culti-vated a team of officials.From the campaigns to restructure and streamline the government,to the campaign to simplify administration and practice economy,and later to the campaign to increase production and practice econ-omy,we can see the Party's political wisdom in accumulating,inheriting and carrying forward experience in prac-tice.
