On the Leadership Role of the Northwest Bureau of the CPC Central Com-mittee in the Construction of Political Power in the Border Region during the War of Resistance against Japanese Aggression
During the People's War of Resistance against Japanese Aggression,the Shaanxi-Gansu-Ningxia Border Region held a specially important position in the base areas under the Party's leadership.It undertook the tasks of piloting,promoting,and improving the Party Central Committee's policies while in implementing them,and was also the most important region that the Party exercised its"partial governance".After its establishment,the Northwest Bureau of the Party Central Committee took strengthening political work in the Border Region as its top priority as it would determine its efficacy in other fronts.It took some major measures in the Border Region,in-cluding implementing the Governance Program in the Shaanxi-Gansu-Ningxia Border Region,promoting govern-ment building by following the"three-thirds principle",streamlining the troops and administration,and launching campaigns to prevent and crack down on traitors,etc.,which had pushed the political building in the region to a new ground and made the region a model of political democracy in China then.
