解放战争初期中共中央西北局的后勤工作及体制建设

摘要
在西北解放战争中,中共中央西北局既是重要后勤保障工作的参与者与执行者,还是后勤保障政策的制定者和实施者,亦是后勤保障体制的领导者和建设者.面对财政危机、自然灾害乃至战争冲击的叠加影响,西北局不仅加强对后勤保障工作的政治领导和组织领导,还通过加强干部配备、体制机制、规章制度等措施,不仅有效解决后勤工作中各种突出问题,有力地保障了西北解放战争战略任务的达成,而且战胜了各个方面的困难,稳住了陕甘宁边区经济社会建设等各方面工作,为保障西北解放战争胜利发展直至解放大西北,奠定了坚实基础.
Abstract
During the Liberation War of the Northwest China,the Northwest Bureau of the CPC Central Com-mittee served not only as an important player and executor of the logistic support,but also the decision-maker and actor in implementing the logistic policies,the leader and builder of the logistic support systems.Faced with the combined impact of financial crisis,natural disasters,and war,the Northwest Bureau strengthened its political and organizational leadership over logistic support,and solved various prominent problems by enhancing personnel allo-cation,institutional mechanisms,and rules and regulations,which effectively ensured the fulfillment of the strate-gic tasks of the Northwest Liberation War.At the same time,it overcame various difficulties and stabilized the eco-nomic and social construction of the Shaanxi-Gansu-Ningxia Border Region,laying a solid foundation for securing the Party's victory in liberating the Northwest and the greater Northwest region as well.
