新中国成立前后中央西北局机关迁址及机构调整考述

摘要
1949年5月20日西安甫一解放,西北局旋即部署党政军机关由延安南迁西安事宜,5月22日党政军领导启程南下,两三天后抵达西安.1950年1月19日西北军政委员会的成立标志着西北政治中心定于西安.为了解放大西北和建设新西北,中共中央对西北局的领导机构、工作机构和组织序列进行了调整,从而形成了适应新形势、新环境和新任务的新的组织体制,开启了党在西北地区城市领导农村的新篇章.
Abstract
On May 20,1949,shortly after the liberation of Xi'an city,the Northwest Bureau made up the plan to relocated the headquarters of the Party,government,and military from Yan'an to Xi'an.The leadership of the Party,government,and military set their journey south on May 22,and arrived in Xi'an in two to three days.The es-tablishment of the Northwest Military and Political Committee on January 19 of 1950 there marked Xi'an's status as the political center of the northwest.To liberate the northwest region and build a new northwest,the Party Cen-tral Committee made adjustment in the leadership institutions,functionaries,and organization of the Northwest Bu-reau,forming a new organizational system in line with the new circumstances,environments,and tasks,thereby open-ing a new chapter in the Party's revolutionary path of using cities to lead the rural areas in the Northwest region.
