How to Evaluate the Performance of Educational Data Applications?Analysis Guided by the 3E Theory
Educational data serves as a driving force behind the digital transformation of education,playing a pivotal role in promoting high-quality educational development.In this context,various regions are vigorously advancing educational data application projects to fully harness the significant potential of educational data in governance,teaching,and assessment.However,the current lack of systematic assessment of the practical ef-fects of educational data application has led to difficulties among education professionals in accurately under-standing the actual outcomes and resource allocation of such practices.Thus,there is an urgent need for a sci-entifically effective evaluation system to solve the above problems.Building on this premise,this study is grounded in the connotation and evaluation significance of educational data application performance.It designs an evaluation framework for educational data application performance based on the 3E theory(Economy,Effi-ciency,and Effectiveness).Subsequently,employing the Delphi method,the study constructs an educational data application performance evaluation index system.This system comprises two primary indicators:educational data application inputs and outputs,along with five second-level indicators encompassing funding allocation and per-sonnel engagement.Furthermore,it incorporates thirteen tertiary indicators that address specific application sce-narios and assessment status.Finally,guided by this evaluation index system,the study provides implementation recommendations for evaluating educational data application performance,focusing on four key perspectives:im-plementing evaluation initiatives,standardizing evaluation methods and procedures,employing horizontal and ver-tical comparisons as the starting point,and establishing mechanisms for feedback and incentives,in order to achieve the actual implementation of performance evaluation of educational data application,and promote the scientific and efficient application of educational data.
