公园城市价值观引领新区创新的探索——以贵阳大数据科创城生态文明展示区建设规划为例

聚焦公园城市价值观的实践应用,以《贵阳大数据科创城生态文明展示区建设规划》项目为例,探讨公园城市价值为引领的新区发展路径.构建"生态环境、数字产业、规建管控"三元一体的创新发展体系,建立了5项评价标准、15项评价准则、36项指标评价体系及其实践的项目库.同时,构建了与评价体系相对应的制度管理体系,以求各责任单位、部门之间协同、决策、公众参与的协调一致.项目区域12 km2的空间规模决定了不能将全域或全市公园城市建设规划案例直接照搬,需要建设规划、评价体系、制度管理体系等方面的新探索.项目结果显示,建设公园城市价值理念同样适用于人居环境局部规模小、周期短的实践.对于在全国范围普及推广公园城市具有重要的现实作用,对美丽中国建设实践具有深远的战略意义.
Exploration of Park City Values Leading Innovation in New Areas:Taking the Construction Planning of the Ecological Civilization Exhibition Area of Guiyang Big Data Science and Technology City as an Example
Focusing on the practical application of park city values,this paper takes the project of the Construction Planning of the Ecological Civilization Exhibition Area of Guiyang Big Data Science and Technology City as an example to explore the development path of new areas led by park city values.It constructs an innovative development system integrating"ecological environment,digital industry,and planning and construction management control",and establishes an evaluation system with 5 evaluation standards,15 evaluation criteria,and 36 indicators,along with a project database for practical implementation.Simultaneously,it builds an institutional management system to correspond with the evaluation system,aiming to achieve coordination,decision-making,and public participation among responsible units and departments.The spatial scale of 12 km2 in this project determines that park city construction planning cases cannot be directly copied from the entire area or city,while requiring new explorations in construction planning,evaluation systems,and institutional management systems.The project results show that the concept of building a park city is equally applicable to the practice of local small-scale living environments with short cycles.The widespread promotion of park cities nationwide plays an important practical role and holds profound strategic significance for the practice of building a beautiful China.
