摘要
杭州市从2010年7月实施医疗保险关系转移接续政策以来，业务逐年增加，但由于存在标准不统一，统筹层次低，协调机制欠缺等问题，影响了工作效率。为此，作者建议统一经办标准、提升统筹层次、加强信息网络建设、建立国家资金结算中心。
Abstract
Since the initiation of the policy of medical insurance rights transfer in July 2010 in Hangzhou, the volume of this business has been increased year by year. However, there are still problems, such as non unified standards, low level of overall plan, lack of coordinating mechanism, and so on, which have brought low work efficiency in insurance right shifting. Therefore, building unified standards, enhancing the overall plan level, strengthening the construction of information network, and establishing a national fund accounts settlement center are suggested.
