The Urgency,Feasibility,and Countermeasures for Establishing a Long-Term Care System in Rural Areas of China
In order to implement the national strategy of actively responding to population aging,the State Council has issued the Medium and Long-Term Plan for Actively Responding to Population Aging and formulated the 14th Five-Year Plan for the Development of National Aging Undertaking and Elderly Care Service System.It is planned to steadily promote the long-term care insurance system in China and gradually establish a long-term care service system that covers urban and rural areas,benefits the whole population,with balanced,reasonable,and high-quality and efficient service.Due to historical reasons,there is a large urban-rural gap and a high aging rate in rural areas in China.However,medical and care resources are seriously insufficient,which will become the main obstacle to achieving the goals above.This issue has not yet received sufficient attention from governments and society.This article takes Qingdao City as an example to systematically show the urgency and feasibility of establishing a long-term care system in rural areas,and proposes countermeasures and suggestions.
