This paper retraces the history of the reform of the German statutory health insurance system of the evolution of the health view.From the initial life guarantor to the payment agent and then to the health agent,the statutory health insurance fund has successfully realized the goal change from guaranteeing equality in access to health care to focusing on health equity.As a health agent,the responsibility of the health insurance fund is no longer limited to the payment of medical expenses,but also includes disease diagnosis and treatment,health monitoring and early detection of disease,disease prevention and health promotion and other public health services into the scope of protection,so as to realize the unified allocation of public health resources and clinical diagnosis and treatment resources.In addition,as a health agent,the health insurance fund's responsibilities are designed to place more emphasis on health equity,providing diversified and personalized protection services for insured people with different needs.This reform experience has provided valuable lessons for China to learn from in exploring the interface between public health services and medical services.
