The Current Status and Enlightenment of Medical Service Price Reform in Pilot Cities
Objective:The paper summarizes the situation of medical service price reform pilots to provide a reference for policy formulation and practice in subsequent pilot areas.Methods:The paper systematically reviews the experience and innovative highlights of pilot cities from the core mechanisms of total quantity control,classification formation,dynamic adjustment,and monitoring and assessment,and makes suggestions.Results:The pilot cities have basically formed a policy framework and operational model for medical service price reform that adapts to the local situation.The total amount of the price adjustment is based on the product of historical base and growth coefficient,but there are differences in specific definitions and indicators covered.Corresponding evaluation indicators and thresholds for the price adjustment have been established,and monitoring of medical service prices and costs in public medical institutions has been strengthened.Conclusions:It is recommended that other regions learn from the experience of pilot cities,reasonably formulate the total amount,actively guide pricing,dynamically adjust classification,continuously monitor and evaluate the effectiveness,and collaborate with medical insurance payments to stabilize the price adjustment expectations.
