DRG/DIP改革背景下中医医保支付路径优化的思考

摘要
在DRG/DIP支付改革背景下,为促进中医药传承发展,各统筹区积极探索符合中医药特色的医保支付方式,提出了多个解决方案.主要方案有按病种付费(中医优势病种按单病种定额支付、中医优势病种按"疗效价值"付费及中医优势病种按中医DRG付费)和中医药激励政策.以上各中医医保支付方案均取得了较好的成效,但仍面临很多挑战.本次对各方案面临的具体困难和挑战进行分析讨论并提出相应建议,以期为中医医保支付的开展提供借鉴.
Abstract
Under the background of DRG/DIP reform,in order to promote the inheritance and development of traditional Chinese medicine(TCM),various pooling areas actively explore medical insurance payment methods that are in line with the characteristics of traditional Chinese medicine and proposes multiple solutions,including payment based on disease type(fixed payment based on single disease type,payment based on"therapeutic value",and payment based on TCM DRG payment)and TCM incentive policies.All these have achieved good results,however,there are many challenges.This article analyzes and discusses the specific difficulties and challenges of various solutions,and puts forward corresponding suggestions,in order to provide a reference for the development of TCM medical insurance payment.
