An Analysis of the Roles of Government and Associated Agency in Long-term Care Insurance Administration——Based on the Perspective of International Experience Comparison
In order to clarify the responsibility boundaries of government in the management of long-term care insurance,this study collated the policies of long-term care insurance such as application of benefits,disability assessment,and management of care service institutions in pilot cities in China.The study identified the main issues in the commissioning and undertaking of long-term care insurance pilot cities in China by comparing with experience of typical countries and regions.Based on the analysis above,we suggest that the top-level design highlight clear rights and responsibilities,clarify the management responsibilities of each link of long-term care insurance administration,and accurately define the responsibilities of the government and commercial insurance companies in the administration of long-term care insurance
