摘要
目的:为建立统一挂网采购规则及完善地方医用耗材挂网采购政策提供参考和建议.方法:通过检索我国各省医疗保障局、医药集中采购平台、卫生健康委员会官方网站出台的有关医用耗材挂网采购相关政策,采用文献分析法和比较分析法对各省医用耗材挂网采购规则进行归纳总结.结果:各省在医用耗材挂网采购范围、挂网价格形成机制、分类挂网采购、动态管理、价格监管等方面存在差异.结论:建议规范准入方法,形成统一挂网采购目录;探索建立统一挂网价格形成机制;明确备案采购内涵和规则;规范医用耗材撤网管理;开展挂网医用耗材价格治理;发挥医药集中采购平台大数据价格管理功能;做好价格监测,强化异常价格处置.
Abstract
Objective:The paper attempts to provide references and suggestions for establishing unified online procurement rules and improving local policies for the procurement of medical consumables.Methods:We searched for relevant policies of the online procurement of medical consumables issued by official websites of healthcare security administrations,centralized drug procurement platforms,and health commissions in various provinces of China,and summarized them using literature analysis and comparative analysis methods.Results:There are differences among provinces in the scope,pricing mechanisms,categorization,dynamic management,and price regulation of online procurement of medical consumables.Conclusion:It is suggested to standardize the access method to form a unified online procurement catalog,explore the establishment of a unified online pricing mechanism,clarify the connotation and rules of registered procurement,standardize the management of medical consumables withdrawal from the network,carry out price governance for online medical consumables,utilize the price management function of big data on the centralized drug procurement platform,conduct price monitoring and strengthen the response to abnormal prices.
