Experience and Insights from Quality Regulation of Long-Term Care Services in the Netherlands
Objective:To address the quality regulation of long-term care insurance services,this article analyses the quality regulation standards,process and intervention measures of long-term care service in the Netherlands,so as to provide lessons that can be learnt for improving the quality of long-term care insurance services in China.Methods:The article uses the text analysis method to collate measures and experience in the quality regulation of long-term care services in the Netherlands.Results:As one of the earliest countries to establish a social insurance system for long-term care,the Netherlands,while providing complex and various care services for people with care needs,adheres to the person-centered principle in quality regulation of care services,establishes a multi-sectoral system for quality regulation of care providers,sets up an open,transparent and punitive information collection system,and formulates systematically implemented quality regulation interventions.Conclusion:Quality regulation of long-term care services plays an important role in achieving the goals of long-term care insurance,managing long-term care insurance resources,and promoting the healthy and sustainable operation of long-term care insurance.Drawing on the experience of the Netherlands in quality regulation of long-term care services,China should build a person-centered quality regulation system of care services,pay attention to the management level of care providers,improve the informal care system,and build an information platform for quality regulation of long-term care services.
