The assessment of disability levels is a key link in the operation of the long-term care insurance system,and is the basis for the admission of eligibility for long-term care insurance benefits,the rational allocation of resources and the precise flow of funds.Throughout the world,countries that have implemented long-term care insurance systems have basically established a unified national assessment system.In order to break the fragmentation of disability assessment and build a unified national disability assessment system,pilot cities in China need to change the disability assessment mode and optimize the disability assessment mechanism,among which converting the main body of disability assessment and cultivating designated assessment agencies are the primary tasks.Based on the SWOT matrix,this paper analyzes the advantages,disadvantages,opportunities,and challenges of the designated assessment agencies'participation in disability assessment,and puts forward the optimization strategy by drawing on international experience,so as to provide references for optimizing the disability assessment model in pilot cities.
