The serious illness insurance system for urban and rural residents is an important institutional design to alleviate the problem of returning to poverty due to illness and poverty caused by illness among urban and rural residents in China. However,the sustainability of institutional development has long been questioned due to factors such as funding channels and sources. Based on this,the study takes the theoretical overview of the research on the financing mechanism of serious illness insurance for urban and rural residents as the clue,adopts the analytical approach of "inheriting the research tradition and drawing on international experience",analyzes the relevant literature on the financing mechanism of serious illness insurance in academia since 2012,and combines the experience of Germany and Singapore in the management of serious illness insurance fund raising. Starting from the institutional positioning of serious illness insurance,specific suggestions are proposed from the aspects of financing responsibility,financing standards,and financing channels,focusing on the optimization of the financing mechanism of serious illness insurance.
