摘要

媒介技术介入下,国家稳定与社会安宁不应仅关注传统安全领域,同时要重视互联网环境、国际传播等非传统安全领域.突发事件中的网络舆论作为影响国家非传统安全的重要因素,呈现出双重突发性、多点发散性、群情激愤性及超强破坏性等特征,需要予以科学应对和高效治理.认为舆情回应不及时、应对方式有偏差、情绪对抗性强烈及应对机制落后均加大突发事件中的网络舆论治理难度,以期通过不断完善信息发布制度、谨慎选择舆情回应内容、推动网络舆论联合治理、持续加强舆情防控机制等方式,优化突发事件中的网络舆论治理模式,有效降低突发事件中网络舆论的破坏性.

Abstract

Under the intervention of media technology,national stability and social peace should not only focus on traditional security areas,but also pay attention to non-traditional security are-as such as the Internet environment and international communication.As an important factor af-fecting national non-traditional security,Internet public opinion in emergencies is characterized by double emergencies,multi-point dispersion,group anger and super destructiveness,and needs to be scientifically responded to and efficiently managed.It is believed that untimely re-sponse to public opinion,biased response,strong emotional confrontation and backward re-sponse mechanism all increase the difficulty of managing online public opinion in emergencies,so as to optimize the mode of managing online public opinion in emergencies and effectively re-duce the destructive impact of online public opinion in emergencies by continuously improving the information release system,carefully selecting the content of public opinion response,pro-moting joint management of online public opinion,and continuously strengthening the mecha-nism of preventing and controlling public opinion.public opinion in emergencies,and effective-ly reduce the destructiveness of online public opinion in emergencies.
