After the deliberation and approval of the meeting of directors of the National Health and Family Planning Commission in 2017,the Interim Measures for Assessment and Registration of Doctor for Personnel with Speciality in Traditional Chinese Medicine was promulgated. Subsequently, the Qinghai Provincial Health and Family Planning Commission further refined the policy in 2018 and issued the Detailed Rules for the Implementation of the Registration of Doctor for Personnel with Speciality in Traditional Chinese Medicine in Qinghai Province (Trial). These measures provide a convenient way for Chinese medicine learners under the non-academic education mode to obtain the qualification of doctors, but at the same time, they also bring certain risks. The purpose of this study is to analyze the problems existing in the assessment process, and to explore and establish the risk control measures that should be implemented in the assessment process of personnel with speciality in traditional Chinese medicine. By strengthening pre-exam training, strict qualification review, clarifying the time of mentorship, standardizing and improving certification materials, and strictly controlling the assessment process,we can ensure that unified assessment standards are formulated and followed. Only in this way can we select individuals who truly possess speciality in traditional Chinese medicine,so that patients can confidently seek medical treatment from qualified professionals in traditional Chinese medicine. At the same time,we ensure that the unique medical technologies of traditional Chinese medicine can be legally, compliantly, and healthily inherited and promoted.
