In view of the lack of autonomous rules for the design and construction of heavy icebreakers in the future, the goal-based standards methodology is adopted to establish rules for heavy icebreakers.Analyze the risks of the polar environment and the characteristics of the icebreaker, and formulate the objectives and functional requirements of the icebreaker.Development of limit states to match the characteristics of the icebreaker and establishment of structural strength requirements, analysis of the rule ice loads and direct calculation of ice loads using a discrete element approach to build icebreaker operational scenarios, study of ice resistance on icebreakers and development of simplified formulas for calculating horse power, establishment of pod ice loads and strength requirements.Establishment of rules and related technologies can meet the development needs of icebreakers in terms of novelty and heaviness.
