公共数据资产质量评价体系的构建研究

鉴于当前以数据资产管理更好推动数字经济发展的实践背景,公共数据资产质量评价对于实现高质量数据供给和有效释放数据价值至关重要,关系到公共数据资产的定价、入表、运营与审计各环节.本文明晰数据资产质量内涵的基础上,梳理并比较国际、国家与地方层面的数据质量评估制度文件,运用德尔菲法确定了包括数据内容质量、过程质量和价值质量三大维度的评价指标体系,利用层次分析法确定各指标权重,构建我国公共数据资产质量评价体系.赋权结果显示,价值质量是决定公共数据资产质量的首要因素,其次为内容质量与过程质量.其中公共数据应用的场景经济性或场景公益性代表了其管理服务潜力及经济效益,是公共数据资产质量评价的核心要求.
Abstract
Given the current practical context of promoting digital economic development through better data asset management,the evaluation of public data asset quality is crucial for achieving high-quality data supply and releasing data value effectively. This process is closely related to all aspects of public data assets,including pricing,accounting,operation and auditing. This paper first clarifies the connotation of data asset quality,then reviews and compares data quality assessment documents at international,national,and local levels. Using the Delphi method,we identify an evaluation index system encompassing three major dimensions:data content quality,process quality,and value quality. Also,the Analytic Hierarchy Process (AHP) is employed to determine the weights of each index,thereby we construct a quality evaluation system for China's public data assets. The weighting results show that value quality is the primary factor which determines the quality of public data assets,followed by content quality and process quality. Among these,the economic or public beneficial applications of public data represents their management service potential and economic benefits,forming the core requirements of the public data asset quality evaluation.
