摘要
我国照明产品近半出口至美国和欧盟,为有效应对技术贸易壁垒的挑战,本文系统梳理了近三年美国和欧盟发布的照明产品技术性贸易措施通报及通报召回情况.研究发现,近三年美国照明产品的通报主要与灯具的节能计划有关,欧盟通报均与环境保护相关;近三年我国照明产品出口美国和欧盟被通报召回的原因可总结为结构设计、元器件选型或产品用料不当.文中还详尽解析了美国和欧盟对照明产品的最新安全要求、能效要求及电磁兼容要求等,并提出了应对措施.
Abstract
Nearly half of China's lighting products are exported to the United States and the European Union.To effectively address the challenges posed by technical barriers to trade,this paper systematically reviews the technical trade measure notifications and recalls related to lighting products issued by the United States and the European Union in the past three years.The study found that the notifications in the United States over the past three years were primarily related to energy-saving initiatives for luminaires,while those in the European Union were all linked to environmental protection.The reasons for the Product Recall Notice of China's lighting products exported to the United States and the European Union in the past three years can be summarized as improper structural design,component selection,or material usage.Furthermore,this paper provides a detailed analysis of the latest safety requirements,energy efficiency standards,and electromagnetic compatibility requirements for lighting products in both the United States and the European Union,and proposes corresponding countermeasures.
