摘要
汇总深圳市近年发布的规划、办法、标准,研究人员发现该市已基本完成多功能智能杆从规划建设、移交、运维经营等全流程管理链条搭建.将深圳市智能杆建设阶段总结为"单点插花改造"、以租代建以及市场化经营探索3 个阶段,并总结各阶段建设特点.根据投资及使用群体,梳理4 种类型项目的维保费、租赁费及代收费 3 种服务费收费方式及标准.结合实践,总结该市目前面临的建设速度过缓且规模不及预期、经营来源比较单一的两大问题,并提出强化主管部门统筹和监督职责,提速追赶进度、扩大经营范围,提高资源配置效率、推动跨部门和跨领域数据融合及数据脱敏,挖掘数据价值的建议.
Abstract
Summarizing the plans,methods,and standards released by Shenzhen in recent years,it was found that the city has preliminarily completed the construction of a full process management chain for multifunctional smart poles,including planning,construction,handover,and operation.Summarize the construction stage of smart poles in Shenzhen into three stages:"single point transformation","rent on behalf of construction",and market-oriented operation exploration,and summarize the characteristics of each stage of construction.Based on investment and customer,sort out the three service fee charging methods and standards for maintenance fees,leasing fees,and agency fees for four types of projects.Based on practice,this paper summarizes the two major problems currently faced by the city,namely slow construction speed and less than expected scale,and relatively single business sources.It also proposes suggestions to strengthen the coordination and supervision responsibilities of the supervisory department,accelerate progress,expand business scope,improve resource allocation efficiency,promote cross departmental and cross domain data fusion and data desensitization,and explore the value of data.
