摘要
近年来,各级农业农村部门狠抓农村沼气设施、畜禽粪污贮存池等安全管理,取得积极成效.但是,云南各地农村仍发生多起畜禽粪污设施及沼气设施等有限空间沼气中毒意外事故,安全漏洞、盲点、隐患依然突出,新的安全风险又在形成,对人民群众造成严重人身伤害.就加强农村沼气安全管理使用对策进行专题研究,在对国内相关文献、相关理论及沼气中毒事故的研究基础上,通过文献研究法、案例分析法等方法,深入了解沼气的成分构成、危害机制及其中毒类型,结合中毒事故案例深入分析其原因和问题,提出预防措施和政策建议,以减少中毒风险,保护人民群众生命和健康.
Abstract
In recent years,agricultural and rural departments at all levels have paid close attention to the safety manage-ment of rural biogas facilities,livestock and poultry manure storage tanks and other safety management,and have achieved positive results.However,Yunnan around the countryside still occurred a number of livestock and poultry manure facilities and biogas facilities and other limited space biogas poisoning accidents,safety loopholes,blind spots,hidden dangers are still prominent,and new security risks are being formed,causing serious personal injury to the people.Therefore,this pa-per carries out a thematic study on the countermeasures to strengthen the safety management and use of rural biogas,on the basis of relevant domestic literature,related theories and research on biogas poisoning accidents,through the method of lit-erature research,case study method and other methods,through an in-depth understanding of the composition of the compo-nents of the biogas,the mechanism of hazards and its type of poisoning,combined with the case of poisoning accidents,in-depth analysis of the causes and problems,and put forward preventive measures and policy recommendations,in order to reduce the risk of poisoning,and protect people.in order to reduce the risk of poisoning and protect people's life and health.
