高等职业教育考试招生政策的内容框架、逻辑与未来展望——基于21世纪以来我国50份高职考试招生政策的内容分析

高等职业教育考试招生政策是推动高职教育改革和发展的主要方式之一,其改革和完善既是国家意志的体现,也是职业教育培养目标逐渐丰富、角色定位愈发明确的标志。运用NVivo软件对我国21世纪以来50份高职考试招生政策文本进行编码和分析,归纳我国高等职业教育考试招生政策文本的框架,具体可分为招生目的、招生流程、招生条件和行动主体四个部分,详细阐述我国高职考试招生目的、内容、背景、招生主体和目标群体等方面的细则。高职考试招生政策遵循着对宏观环境的路径依赖、体现国家意志、多元权力架构的运行逻辑,为"职教高考"制度的优化和改革提供了经验和思路。
The Content Framework,Logic and Future Prospect of Higher Vocational Education Examination and Enrollment Policy——Based on the Content Analysis of 50 Higher Vocational Examination and Enrollment Policies in China Since the 21st Century
The examination and enrollment policy of higher vocational education is one of main ways to promote the reform and development of higher vocational education.Its reform and improvement is not on-ly the embodiment of the will of the state,but also the symbol of the gradual enrichment of the training objec-tives of vocational education and the increasingly clear role positioning.This paper uses NVivo software to encode and analyze 50 texts of higher vocational examination and enrollment policy in China since the new century,and summarizes the framework of the text of higher vocational education examination and enroll-ment policy in China,which can be divided into four parts:enrollment purpose,enrollment process,enroll-ment conditions and action subjects.This paper elaborates on the rules of the purpose,content,background,enrollment subject and target group of higher vocational examination and enrollment in China.The examina-tion and enrollment policy of higher vocational education follows the operation logic of path dependence on the macro environment,reflecting the national will and multi-power structure,which provides experience and ideas for the optimization and reform of the"vocational education college entrance examination"system.
