基于协同学序参量的京津冀职业教育协同发展实证研究——以高等职业教育为例

职业教育协同发展是京津冀协同发展的重要组成部分,三地职业教育虽不断探索协同的有效路径,但仍存在较大差距。哪些关键因素制约了职业教育的协同发展?如何降低职业教育协同的复杂性?基于协同学序参量的概念,明晰京津冀职业教育协同发展序参量的内涵,构建影响京津冀高等职业教育协同的状态参量体系,利用必要条件分析法(NCA),从实证视角甄别京津冀三地职业教育协同发展序参量,通过控制序参量以达到简化职业教育协同发展复杂性的目的。研究发现:人力投入水平是京津冀三地职业教育共同的序参量,且处于极高影响水平。北京市与天津市更需要注重政策制定和职业教育协同网络的构建。不同省市、不同水平高职院校的主导序参量不同,北京市需加强中部职业院校发展能力提升,强化师资建设;天津市需加强顶部职业院校发展能力提升,强化职业教育协同网络构建;河北省需加强底部职业院校发展能力提升,着重提高财政投入。研究结论不仅有助于理解如何通过控制序参量有效提升职业教育协同效率,而且可为京津冀三地政府及职业院校提供决策依据。
An Empirical Study on the Coordinated Development of Vocational Education in the Beijing-Tianjin-Hebei Region Based on Collaborative Learning Order Parameters——Taking Higher Vocational Education as an Example
The coordinated development of vocational education is an important component of the co-ordinated development of Beijing-Tianjin-Hebei.Although vocational education in the three regions contin-ues to explore effective paths for collaboration,there is still a significant gap.What key factors constrain the coordinated development of vocational education?How to reduce the complexity of vocational education col-laboration?Based on the concept of collaborative learning order parameters,this paper clarifies the connota-tion of the collaborative development order parameters of vocational education in the Beijing-Tianjin-He-bei region,constructs a state parameter system that affects the collaboration of higher vocational education in the region,and uses the necessary condition analysis method(NCA)to empirically identify the collabora-tive development order parameters of vocational education in the three regions of Beijing Tianjin Hebei.By controlling the order parameters,the complexity of collaborative development of vocational education can be simplified.Research has found that the level of human resource investment is a common sequential pa-rameter in vocational education in the Beijing-Tianjin-Hebei region,and it is at a very high level of influ-ence.Beijing and Tianjin need to pay more attention to policy formulation and the construction of a collabor-ative network for vocational education.The dominant order parameters of vocational colleges vary in differ-ent provinces,cities,and levels.Beijing needs to strengthen the development capacity of vocational colleges in central China and strengthen the construction of teaching staff;Tianjin needs to enhance the develop-ment capacity of top vocational colleges and strengthen the construction of a collaborative network for voca-tional education;Hebei Province needs to strengthen the development capacity of vocational colleges at the bottom,with a focus on increasing financial investment.The research conclusion not only helps to under-stand how to effectively improve the collaborative efficiency of vocational education by controlling order pa-rameters,but also provides decision-making basis for the governments and vocational colleges in the Bei-jing-Tianjin-Hebei region.
