The Jurisprudential Basis and Its Institutional Transformation for the Authorization and Conferment of Vocational Undergraduate Degrees in the Context of the Proposed Academic Degree Law
The proposed Academic Degree Law provides strong legal support and a comprehensive normative framework for vocational undergraduate degree setting.The bachelor's degree system is an impor-tant institutional guarantee for the high-quality development of vocational undergraduate programs and a necessary condition for the hierarchical reproduction of vocational undergraduate graduates.Vocational un-dergraduate degrees are equal in value and utility to general undergraduate degrees and have been put into practice.Among them,degree authorization and conferment are the logical starting point and logical result of the degree system,and they work together to guarantee the quality of vocational undergraduate degree conferment,behind which lies the autonomy of colleges and universities and the right to education of stu-dents,respectively.The licensing reform of vocational undergraduate degree authorization based on the au-tonomy of colleges and universities needs to clarify the legal nature of administrative licensing,supplement the due process,and strengthen supervision and inspection.Based on the student's right to education,the vocational undergraduate degree conferment reform under the rule of law needs to clarify the legal princi-ples of conferment standards,optimize the form carrier of conferment standards,and regulate the due pro-cess of degree conferment.
