Research on the Construction of Operation Mechanism of Municipal Industry-Education Consortium Based on Tripartite Evolutionary Game Theory
As one of the"two wings"of deepening the construction and reform of modern vocational education system,the municipal industry-education consortium is an important carrier to promote the deep integration of industry and education and improve the regional adaptability of vocational education talents.Based on the tripartite evolutionary game model of schools,enterprises and industrial parks under the gov-ernment's overall planning,this study aims to explore the construction objectives and strategies of the oper-ation mechanism in view of the risk of"coupling but not matching"of the municipal industry-education consortium.The study found that a good operating mechanism can improve the efficiency of resource alloca-tion,so that both schools and enterprises can obtain higher total income when they actively participate in the integration of production and education;rationally allocate the total income of the integration between in-dustry and education,appropriately reflect the contribution of the school,and meet the pursuit of economic benefits of enterprises;encourage industrial parks to play a polymerization role.Based on this,the following strategies are proposed to highlight the basic status of industrial parks and build a industry and education coordination mechanism;clarify the way of cooperation and the identification of results,and build a distribu-tion compensation mechanism;promote the participation of multiple stakeholders,build the mechanism of assessment and evaluation.
