A Textual Study of China's Lifelong Vocational Skills Training Policy in the Context of Building a Skilled Society
Promoting lifelong vocational skills training for all people is an important foundation for building a lifelong vocational skill training system and building a skill-based society.Based on the 34 life-long vocational skills training policy texts enacted in China since 2018,quantitative analysis is carried out from the dimensions of policy tools and lifelong vocational skills training elements.The study found that China's lifelong vocational skills training policy system as a whole presents a state in which environment-based policy tools are dominant,supply-based policy tools have significant functions,and demand-based policy tools are lacking in their roles;policy implementers pay more attention to training carriers and train-ing content,while support for training guarantees and training recipients is not yet sufficient,and support for training methods is relatively lacking.In order to accelerate the construction of a lifelong vocational skills training system in the context of a skills-based society,policy formulation should be guided by top-level design,synergistic development,and comprehensive choices,so as to tap the potential of China's hu-man resources and promote high-quality economic development.
