Research on China's Higher Vocational Education Classification Examination Policy from the Perspective of Policy Tools——Analysis Based on 47 Provincial Policy Texts
The classification examination and enrollment system managed by the provincial govern-ment has become the main channel for selecting talents in higher vocational education,which is the realistic foundation for constructing the vocational education college entrance examination system.By constructing a three-dimensional analytical framework of policy tools,policy elements and stakeholders,47 provincial classified examination policy texts are analyzed by using the content analysis method.It is found that the provincial categorized examination policy has the problems of unbalanced structure of the overall configura-tion of policy tools,unbalanced fit between the configuration of policy tools and policy elements,and unbal-anced policy supply to close stakeholders.Therefore,it is recommended to further optimize the structure of the use of classified examination policy tools,adjust the degree of fit between policy tools and classified ex-amination policy elements,and balance the policy supply to different stakeholders.
