统筹职业教育、高等教育、继续教育协同创新的现状与推进策略研究

加快建立和完善统筹职业教育、高等教育、继续教育("三教")协同创新的机制、模式和路径,这既是实现教育现代化的必然要求,更是教育强国建设的重要内容.当前,我国在探索"三教"衔接、贯通、融合发展已初见成效;但随着终身学习和学习型社会建设步伐加快,还存在统筹管理"三教"力度不够、制度建设滞后、畅通人才培养通道乏力、与行业企业协同攻关尚未形成规模、优势资源效应没有得到充分发挥等问题.面向教育强国建设,迫切需要建立统筹"三教"协同创新的制度体系和体制机制、畅通人才成长通道、构建资源共建共享机制、优化师资队伍结构、探索科教融汇路径、搭建数字教育平台、推进国际交流与合作,以及提高经费保障能力等.
To Coordinate the Current Situation and Promotion Strategy of Collaborative Innovation in Vocational Education,Higher Education,and Continuing Education
Accelerating the establishment and improvement of the mechanism,model,and path of co-ordinating the collaborative innovation of vocational education,higher education and continuing education(the"three education")is not only an inevitable requirement for the realization of education modernization but also an important content of the construction of a powerful country in education.At present,China has achieved initial results in exploring the connection,penetration,and integration of"three education".How-ever,with the acceleration of the construction of lifelong learning and learning society,there are still prob-lems such as insufficient overall management of the"three education",lagging system construction,talent training channels is unsmooth,collaborative research with industry enterprises has not yet formed a scale,and the effect of advantageous resources has not been fully utilized.To build a powerful country in educa-tion,it is urgent to establish a system and mechanism for coordinating the"three education"collaborative innovation,smooth the channels for talent growth,build a mechanism for resource co-construction and shar-ing,optimize the structure of teachers,explore ways to integrate science and education,build a digital edu-cation platform,promote international exchanges and cooperation,and improve the ability to guarantee funds.
