The Connotation,Historical Evolution,and Policy Direction of Collaborative Innovation in Vocational Education,Higher Education,and Continuing Education
The report of the 20th National Congress of the Communist Party of China clearly proposed that"We will promote collaborative innovation in vocational education,higher education,and continuing ed-ucation".The three education collaboration is one of the important ways to build a high-quality education system and promote the construction of a powerful country in education.The policy involves a wide range of concepts and practical fields,and its policy connotation and policy direction need to be accurately posi-tioned to truly implement the collaborative innovation path.By analyzing the boundary and intersection of vocational education,higher education,and continuing education,the connotation basis of the three educa-tion coordination policies is clarified.This paper further combs the evolution of the three education coordi-nation policies in three periods in history and,combined with the new requirements of the three education coordination in the new period,puts forward three specific directions of the current three education coordi-nation policies:to solve urgent problems and smooth the channel for talent growth;realize complementary advantages and reform personnel training programs;make innovations in institutions and mechanisms,ex-plore ways to jointly build and share resources.
