Why the Integration of Industry and Education in Vocational Education Becomes a National Action?——an Analytical Framework of Multi-stream Theory
Steadily promoting the integration of production and education is the only way to achieve high-quality development of vocational education.With the in-depth development of vocational education,the integration of production and education has gradually become a national action.As an analytical frame-work for the policy agenda,the multi-stream theory can systematically explain the factors influencing the in-tegration of industry and education into national actions and its internal operating logic:The problem stream of the integration of industry and education in vocational education has aroused public attention through da-ta indicators and focal events,the policy stream has determined feasible plans through local pilots and ex-pert studies,and the political stream has promoted the policy agenda through concept advocacy and priority given by leadership.The coupling of the three streams opens the policy window,and finally,the release of the"Implementation Plan for the Action of Enhancing the Integration of Production and Education in Voca-tional Education(2023-2025)"promoted the integration of production and education into national action,promote the continuous improvement of the policy support system for integration of production and educa-tion,and realize the high-quality development of vocational education.
