摘要
高技能人才是我国人力资源和战略科技力量的重要组成部分,高技能人才培养是加快建设人才强国、全面建设技能型社会的现实举措.在全球发展新形势、经济社会高质量发展、强国战略建设、技能型社会建设和当前我国技能人才培养亟待疏困等多重动因驱动下,科学阐释高技能人才内涵特征及培养目标、逻辑架构和质量评价指标体系等基本要义,并适时提出以先进思想理论为指导,廓清高技能人才培养时空结构布局;以健全制度体系为关键点,推进高技能人才培养工作创新;以职业学校为主阵地,提升高技能人才早期培养质量和服务供给能力;以数字化转型为增长点,建立多功能集成的国家高技能人才中心;以深化交流合作为支撑点,探索高技能人才培养主动作为新范式等五大推进路径.
Abstract
Highly skilled personnel are an important part of human resources and strategic science and technology power in our country.Training highly skilled personnel is a practical measure to speed up building a powerful country with talented people and a skilled society in an all-round way.Driven by multi-ple motivations such as the new global development situation,high-quality economic and social develop-ment,strategic construction of a strong country,the construction of a skilled society,and the urgent need for the current training of skilled talents in China,we need to scientifically explain the connotation,characteris-tics,training direction,objectives,logical structure,and quality evaluation index system of highly skilled tal-ents,and timely put forward advanced thoughts and theories as guidance,clarify the spatial and temporal structure of highly skilled personnel training;Improve the system as the key point,promote the innovation of highly skilled personnel training;Take vocational schools as the main position to improve the quality of early training of highly skilled talents and service supply capacity;With digital transformation as a growth point,the establishment of a multi-functional integrated national center for highly skilled personnel and deepening exchanges and cooperation as a support point,exploring the five major promotion paths of highly skilled personnel training as a new paradigm.
