Studying the substantive connotation,theoretical foundation,and constituent elements of key educational capabilities in vocational schools has theoretical value and practical significance for accel-erating the construction of key educational capabilities and enhancing the core competitiveness of vocation-al schools.Drawing on the theory of organizational efficiency,the key educational capability of vocational schools refers to their ability to obtain resources and achieve systematic goals,as well as their ability to achieve sustainable development through the coordination and unity of interests among multiple stakehold-ers such as the government,vocational colleges,students,and society.The practical orientation presents a good policy foundation and practical promotion for the improvement of key educational capabilities in voca-tional schools.Focusing on the current development positioning of vocational education and following the specific requirements of the Opinions on Deepening the Construction and Reform of the Vocational Educa-tion System,the framework for enhancing the key operational capacity of vocational schools consists of two dimensions and ten elements.
