The Typical Mode of"Going global"of Vocational Education in China and Its'Reasonable Optimization under the Belt and Road Initiative Based on the Analytical Perspective of General Social System Theory
Promoting vocational education to"going global"is one of the important issues in the in-ternational development of vocational education in China under the Belt and Road Initiative.From the per-spective of general social system,this paper analyzes the current"going global"action of vocational educa-tion in China based on the initiating or leading entities,showing four typical models,namely,government-led and entrusted service mode,enterprise-led and demand-driven mode,school-led and supply-driven mode,industry-led and overall coordination mode.From the view of the AGIL model of the general social system theory,the four typical models are faced with the realistic difficulties of weak response to the partner country,insufficient target guidance,low action coordination and imperfect long-term mechanism.Based on this,we should take system construction as the key,thus to rationally optimize the typical model of"going global"of vocational education in China by enhancing background strength support,expressing and integrat-ing interest appeals,clarifying role division and position,and shaping shared values.
