Research on the Introduction Policy of Doctoral Degree Teachers in Higher Vocational Colleges from the Perspective of Policy Tools-Quantitative Analysis Based on 60 Policy Texts
In the context of actively pursuing high-quality development in higher vocational colleges,the introduction and development of doctoral degree teachers has become a focus in higher vocational col-leges.Based on the perspective of policy tools,a three-dimensional model for analyzing the introduction policy of doctoral degree teachers in higher vocational colleges is constructed based on institutions,regions and policy tools.Using the quantitative analysis method of policy texts,the type structure and existing prob-lems of policy tool selection in the introduction policy of doctoral degree teachers in higher vocational col-leges in China are analyzed,revealing the value orientation of policy tool selection in policy texts of differ-ent regions and colleges.Research found that the use of policy demand-based tools for current doctoral de-gree teachers introduction in higher vocational colleges in China prioritizes basic knowledge over profession-al expertise,and the design of introduction needs is clear but not specific;The use of supply oriented policy tools emphasizes guarantees over development,and the introduction of supply guarantees is sufficient but not sustainable;The use of environmental policy tools emphasizes management over support,and the intro-duction environmental construction is standardized but lacks incentives;The use of policy tools in cities at all levels is tailored to local conditions;The use of policy tools in various colleges and universities coexists with similarities and differences.Based on this,it is proposed to clarify the professional needs of talent in colleges in the future and achieve precise talent introduction;Improve the conditions for teacher develop-ment and achieve sustainable talent cultivation;Optimizing policy environment design,implementing flexi-ble talent retention and other policy optimization strategies,in order to provide reference for the improve-ment and optimization of the introduction policy for doctoral degree teachers in higher vocational colleges in China.
