The Dilemma and Solution of the Construction of Municipal Industry-Education Consortium——Based on the Perspective of Collective Action Theory
The integration between industry and education is the basic feature of modern vocational education,and the municipal industry-education consortium is an important measure for the construction and reform of modern vocational education system.However,from the theoretical perspective of collective action,it is found that there are varying degrees of"free-riding behavior"among the subjects in the con-struction of the municipal industry-education consortium,which is mainly manifested in the psychological imbalance of the subjects,the restriction of objective conditions,the lack of local policies and the lack of collective identity in the construction of the municipal industry-education consortium.Therefore,it is nec-essary to enhance the satisfaction of the main body of the municipal industry-education consortium through rewards,to stimulate the participation of the main body of the municipal industry-education consortium through investment,to clarify the government's overall planning power of the municipal industry-education consortium through policies,and to strengthen the social recognition of the municipal industry-education consortium through publicity.
