摘要
作为新质生产力的重要驱动力,人工智能对劳动的介入主要基于学习、理解和处理等基本要素展开,不同应用层级通过自动化特定任务、全智能功能模拟以及机器智能质性跃迁的方式介入劳动过程,由此对技能劳动力产生替代和补偿机制的叠加效应.这不仅表现为本体层面对技能需求量和结构产生深刻改变,也体现为社会层面对技能劳动者就业和收入带来重塑性影响.基于生产力和社会关系的系统平衡理论,人工智能视域下技能劳动力需求呈现以高学历高技能为核心竞争力、技术强渗透领域就业吸纳显著、技能和任务二维偏向属性以及跨区域迁移促进劳动力再分配的典型特征.结合技能劳动力需求特征与职业教育供给的内在关联逻辑,围绕提质存量和增量两个维度提出职业教育优化技能劳动力供给的发展思路.
Abstract
As a key driving force of the new quality productivity,artificial intelligence's intervention in labor is mainly based on fundamental elements such as learning,understanding,and processing.Differ-ent application levels intervene in the labor process through specific task automation,full intelligent func-tion simulation,and qualitative leaps in machine intelligence.As a result,it creates a combined effect of substitution and compensation mechanisms for skilled labor,which not only shows a profound change in the skill demand quantity and structure at the ontological level but also reflects a reshaping impact on employ-ment and income at the social level.On account of the theory of system balance of productivity and social re-lations,this study proposes that under the vision of artificial intelligence,the demand for skilled labor pres-ents typical characteristics of high education and high skills as the core competitiveness,significant employ-ment absorption in the field of strong technology penetration,two-dimensional bias attributes of skills and tasks,and cross-regional migration to promote labor redistribution.Based on the intrinsic correlation logic between the demand characteristics of skilled labor and the supply of vocational education,this paper pro-poses the development idea of optimizing the supply of skilled labor in vocational education from education around the two dimensions of improving stock and increment.
