Trust Culture and Trust-building Strategies of European Union Vocational Education Micro-certificates-Based on the Perspective of Sztompka's Trust Theory
Vocational education micro-certificates are considered by the European Union to have the potential for skill enhancement,adapting to job nature changes,and providing lifelong learning pathways.Therefore,it is necessary to establish an ecosystem for vocational education micro-certificates as a whole.Due to the involvement of numerous stakeholders in the vocational education micro-certificate system,there are many uncertainties in its trust relationships.To explain this situation,this paper discusses specific circumstances considering variables such as historical traditions,structural backgrounds,and action capa-bilities based on Sztompka's social generation model of trust culture.In the trust culture of vocational edu-cation micro-certificates,various factors of trust and distrust intertwine with each other,leading to in-creased trust risks.However,dependent variables provide possibilities for the recovery and reconstruction of trust culture.The European Union attempts to build confidence in vocational education micro-certifi-cates through learner-centered approaches that ensure information transparency;active fiscal policies that encourage learners'participation in training;clear government responsibilities that gradually promote the implementation of micro-certificates.
